The purpose of Fall Ball is to continue to playing softball, try other positions, and possibly play at a level the player will be trying out for next spring. For example, if player played Coach Pitch as a 7 year old this spring, then she would play Minors fall ball since she will likely play at the Minors level next year. If a player played Minors this year but will try out for Majors next year then she would want to play Majors in the fall.
